The James Barry-Robinson Institute Welcomes Rasheena Harris as New Executive Director of Foster Care

Norfolk, Virginia - The James Barry-Robinson Institute is delighted to announce the appointment of Rasheena Harris as the new Executive Director of Foster Care. With her extensive experience in human services, behavioral health, and community engagement, Harris brings a wealth of knowledge and passion to her new role. Harris holds a Master's Degree in Policy, Planning, and Administration from Boston University, specializing in Community Agencies. Her commitment to serving others as a servant leader is evident in her career trajectory and accomplishments. She obtained her Qualified Mental Health Professional certifications for both Children and Adults in 2008, demonstrating her dedication to providing quality care and support to vulnerable populations. Harris's journey in the field of human services began in Virginia as a Life Skills Counselor for adolescent males in a group home setting. From there, she worked with diverse populations experiencing chronic homelessness, teenage pregnancy, autism, and mental health challenges. In 2014, Harris showcased her leadership skills as the campaign manager for a local City Council campaign, successfully managing re-election cycles. From 2020 to 2023, Harris served as the Executive Director for a therapeutic foster care agency, overseeing four sites across the state of Virginia. Her experience in this role has equipped her with the necessary skills to lead and advocate for foster care services, ensuring the well-being of children and families in need. In addition to her professional achievements, Harris has actively contributed to various boards and organizations, including The Heart of Giving, Peninsula Agency on Aging, and Tri-Citi Hurricanes Youth Foundation, where she currently serves as the Administrator. Under her leadership, the Tri-Citi Youth Foundation was recognized as the 2023 Non-Profit of the Year by Emerge Magazine for its exceptional growth and impact on the community. Harris is also deeply involved in social engagement projects that make a difference in the lives of others. She coordinates The Hygiene Project, which collaborates with the Newport News PORT shelters during the winter season to provide the homeless with essential hygiene items. The RE-UP School Supply Drive and Distribution replenishes students with school supplies for the second half of the year, ensuring they can finish strong. Outside of her professional endeavors, Harris treasures her role as a wife to Dr. Marcellus Harris, III, and a mother to Marlinda and Marcellus IV. In her spare time, she enjoys traveling to the Caribbean, indulging in interior design, and cheering on her children at their sporting events.

The James Barry-Robinson Institute (JBRI) is a nonprofit charitable organization dedicated to improving the lives of children, teens, young adults, and their families. JBRI programs include residential treatment for military-connected youth at The Barry Robinson Center, therapeutic foster care, intensive outpatient programs, and the affiliated program Next Step to Success.
